Applying effects to lights
First of all I opened the original image in PhotoShop.
I then went to Image > Adjustments > Threshold and entered 30 into the levels.
I then applied the diffuse setting by going to Filter > Stylize > Diffuse >Ansiotropic
The next step was to go to Filter > Artistic > Plastic Wrap. The settings I used were High Strength 15, Detail 10 and Smoothness 3.
